Future Surrey branding engagement.

Thank you to everyone who took part and shared their views. Designers from Surrey's 12 councils will now use this feedback to develop a range of design options for the new councils. The East Surrey and West Surrey Shadow Authorities will consider these options and make the final decisions.

The new brands will be distinct, reflecting the feedback from respondents for both East and West Surrey. They will be created at no cost by designers working in councils across Surrey.

If you would like to learn more about the Local Government Reorganisation (LGR) and why local government in Surrey is changing, please visit our FAQs page

Why does a council need a brand identity at all?

From April 2027, East Surrey Council and West Surrey Council will become new local authorities and are legally required to have their own identities. A council brand helps people quickly identify official services, such as; communications, websites, buildings and vehicles. A clear and consistent identity helps residents know they are receiving information from a trusted and legitimate source and reduces confusion about who is responsible for delivering services.

Why are you asking about branding when there are more important issues facing residents?

We understand that residents’ priority is the delivery of the services they rely on. The focus of the new organisations will be ensuring services continue to be delivered smoothly as responsibilities transfer from the current councils. The branding engagement is a small part of a much larger programme of work required to establish the new councils. The engagement simply helps ensure that any future identity reflects the communities it will serve.

Why are councils spending money on branding?

There is no expected cost to create the new council brands. They will be created by designers working in all councils in Surrey. Any rebranding from the existing councils will be carefully considered and will be done at minimum cost.

How will residents' feedback on brand identity be used?

Feedback gathered through the survey and engagement activities will help shape the design brief used by the in-house design teams to develop the new council identities.

I'm not interested in branding. Can I comment on services instead?

The survey is specifically focused on informing the future East/West Surrey Council brand identity. However, residents will have opportunities to engage on other aspects of the wider Local Government Reorganisation programme as it develops.

Can I complete the survey if I live outside Surrey?

The survey is primarily aimed at people who live, work, study or have a connection to East or West Surrey. However, feedback from visitors, stakeholders and partners with an interest in the area is also welcomed.

Can I get a printed version of the survey?

Yes. We want to make sure everyone has the opportunity to take part, including those who may not be able to access the online survey. Printed copies of the survey will be available from council offices and Surrey libraries.

From 1 April 2027, new websites will be launched for East Surrey Council and West Surrey Council.

We're inviting people across Surrey to take part in a short website survey to help ensure information and services are easy to find.

The survey presents a series of everyday scenarios and asks where you would expect to find information on the future websites.

There are no right or wrong answers. We simply want to understand how you look for information online.

The website survey

  • Takes around 5 to 10 minutes to complete

  • Is open to anyone who lives, works, visits or runs a business in Surrey

  • Will help shape how information and services are organised on the future websites

  • Focuses on website navigation and information, not branding, logos or visual design

Key dates

The survey is open from 10am on Monday 21 September until 10am on Monday 5 October 2026.

You can also take part at one of our drop-in sessions:

  • Woking Library – Tuesday 29 September, 10am to 4pm

  • Redhill Library – Thursday 1 October, 10am to 4pm

No booking is required and support will be available if you need help completing the survey.
